Is this excessive barking /howling?

New neighbour moved in a week ago. Has 2 Basset hounds. It's a small Victorian mid terrace with thin walls. The dogs are barking and howling for sometimes more than 3hrs a day. It's beginning to grind us down. Ds has tourettes syndrome and his tics have increased as he's finding it stressful. I've been round to neighbour and she just said that the house is new to the dogs and she hopes they'll settle. They haven't. They even woke ds at 4am one night.

I'm thinking of complaining to noise pollution but before I do, I wanted to check that this level of barking wasp excessive with a dog? I've never owned one.

yes. start with a letter before action,begin a diary and go from there.

five minutes is too much in my opinion, but even the most dog loving council should help you on this.
