Can you get a Y5 assessed independent from the school for levels they are at?

Hopefully the title will make sense? Ds has just gone into Y5. There are many issues with the school that I am unhappy with, but a few parents have removed their children in Feb/March. They have all flagged up that when the children have gone to new schools (all different) they were put at lower levels than they were assessed at originally? Although school have stated that he is exceeding in Maths and reaching good levels in everything else is there a way to test this outside of school?
