The London Gazette is the UK government newspaper for England (& Wales?). There's also an Edinburgh Gazette and others.

But it also carries military dispatches and citations for medals.

So Wellington's dispatch from Waterloo is reported. And the WWII years are full of harrowing accounts of the actions that led ARP wardens and others to be recognised for awards in the bombing of the UK.
