He spends literally every single minute on his phone. I tried to talk to him about it but he was not a partner in discussing it.

Not sure I fully understand all of your post op, but what is he actually doing on his phone, text, talking, games, internet?
Send him a text asking him to try and participate in real life as a couple.

Has he been like this the entire relationship? Sounds very boring, and I say that as a woman with a gamer husband. He'd happily spend all day gaming, but he doesn't because he knows that's not reasonable.

Ultimately, if he won't discuss it it's one of those things you probably have to accept and stop dwelling on or ltb. When people show you who they are....
