There are some gardens by the river (can't remember the name) towards Tower Bridge that have water channels and sometimes fountains. At Hays Galleria there is a big pirate ship that sprays water at certain times.

Park is Potter's Field but think water channels have been filled in as people on mobiles kept falling in!
Unicorn kids theatre nearby which may have free event on.
Have walked round Borough Market and Southwark Cathedral with 10 month old (and 11 year old) quite happily.

Tate modern was free (couple of years since I've been) st Katherine's dock is nice for a wander, look at the boats, you can have a look around the outside of the tower of London?

The southbank centre is good to mooch around and it's a lovely walk along the river. Yes to the tate modern.

Watch Tower Bridge being raised and the boat sailing under it - mine used to love watching that from a young age bridge times
