Depends on the circumstances. Ours would on a prearrangement. 12 is Secondary School age. We have a few Year 6 children collect younger ones and walk them out to the car/parent with dog.

Oh sorry I thought it would be quite generic.

I mean at the end of the school day, they say someone needs to collect children in reception/ks1 and just wondering if they would allow that person to be 12 yo ds.

Not at any of the schools mine went to.
they had to be over 16 to pick up infants.
They'd let 14 year olds pick up juniors though, if parents completed a form.

DD(13) picked up DS (6) a few days a week last year, I spoke to his teacher beforehand and since they already knew her as she went with me most days to pick him up they didn't have a problem with it

It depends on the school policy but most say over 16s only.

I can't believe since schools only allow 16+ to collect, that would have screwed me over royally.

Not in my experience of the last decade, even with a note. Twenty years ago, yes, but new rules on safeguarding have changed a lot of things.

Depends on School policy. I think ours is 16+ for picking up infants (eg college age) but 12+ (eg high school age) for juniors. There are quite a few high school uniform wearing kids at the junior school but I don't recall seeing any at the infant school.

No, our school would not. Not for a child in reception and certainly not when then child is just beginning their school life.
