Dealing with thieving housemate

Posting on behalf of a friend, namechanged and all the other disclaimery gubbins, tabloid journos fuck off etc.

My friend has had items going missing, mainly small things of no value but still. Housemate A revealed housemate B had been taking things to spite him, items which were later found in his room hidden very cleverly and deliberately. The landlord is coming to fit locks on the bedroom doors and after that they're planning to confront the thief- housemate A is concerned about their own possessions so is reluctant to rock the boat but they are in agreement they would like housemate B to leave or at least stop behaving so childishly.

Any advice on how to confront thieving housemate? We don't think it's a police matter as the items are low value and the theft is not to benefit Housemate B financially, although we are concerned about the potential for the situation to escalate.

Items were found in housemate's room after looking/seeing housemate using certain items then hiding them when caught out.

If they are all signed up with the Landlord as individual tenants then the landlord needs to deal with the situation. If they knew each other already and signed a contract together then I would think the tenants need to negotiate it between them and confront Housemate B
