What does it mean if someone's got a job to drive a vehicle around to add mileage? Does it sound legal?

That sounds like an easy job! Where have you seen it advertised?

Actually my dad used to work for numerous car companies and they would frequently be able to take new cars away with them at the weekends with the aim of putting a ton of miles on them. Some part of the testing process apparently. So I imagine it's possible the job exists legitimately.

Other than that it's hard to imagine what purpose it would serve, but then again it's hard to imagine what would be gained if it were nefarious either!
