No-shows - normal?

Not looking for anything too deep here, but a few times this holiday DS has said that xxx is coming over, and that's the last we've heard of it - no show, no text saying sorry changed mind, nothing. Today's actually gave a time, so it definitely isn't (always) just a bit of a loose arrangement that never got confirmed. Boys are 15. Is this normal? Or does DS just have a particularly callous group of mates? I wasn't a particularly popular child, only had a small group of friends, but I'm pretty sure that when I was 15, an arrangement was an arrangement, and it always got cancelled if it wasn't going to go ahead.

I wouldn't worry too much about it, but I think DS is beginning to get a bit hurt by this stuff. I'm also aware that perhaps he does it to other people too because it's normal boy stuff and he is getting a taste of his own medicine, and I just haven't realised that he does it too, though I don't think he does because I have asked... really, any comments/experience welcome. TIA.
