Using a mobile phone whilst driving

What do you do if you see a driver using their mobile phone?
I was driving to work on the motorway this morning and overtook a car with a trailer and the driver was so obviously on his phone. Right hand on the steering wheel, left hand holding the phone to his right ear!
I had no wayof calling the police and they are not interested unless there is dashcam footage or an officer witnesses it.
It makes me so cross!!!

what could i do?

There's nothing you can do. If you watch out for it you'll see drivers on their phone every day. The police wouldn't come out as they'll almost certainly be off the phone/ finished journey by the time they've caught up with them.
