Neighbours dogs

Last year the neighbour at the back of our house had 2 dogs howling at all hours. We couldnt hold a conversation in our garden or hear our TV. All the neighbours have said the same they have knocked on this neighbours door many times and explained the dogs barking is not on. After people the person is apologetic says its not just hers others do it true ( which they dont) once people have complained things go quiet until they revert back to their old ways.
I will call the council tomorrow as clearly verbal attempts to liase with the neighbour arent productive. Im concerned that anything we put in writing will have to be declared should we ever sell our property ?

Think it comes under the environmental health?if the dogs are locked out all day and night is also ring the rspca the dogs might be suffering.

RSPCA won't do a thing unless they are starving the dogs to death.
It's a noise nuisance. Keep records.

Tried the RSPCA last year they didnt want to know. Its the summer months are worse and they let them howl at inappropriate times eg 6:30 sunday morning 9pm and then 9:30pm tonight sometimes 11pm.

I had this they moved them from back cause of complaints to the front which faced my bedroom I had headache and was trying to lie down I just lost it I went out and told her to take the fucking dogs Inside I'm sick of listening to them and if u think ure continue this ure not on I phoned council dog warden they. came out dogs were agressive would bite as they were outside most of time with no human contact it's cruel on them stuck in a tiny front entrance garden x
