Handing in notice

I'm currently approaching the end of my maternity leave but won't be returning to work. My childcare arrangements have changed and I can no longer afford to work. I intend to retrain until my youngest is in primary school.

I've been with my current employer for 13 years. Should I ring to explain then follow up with a formal notice or would an email to all (HR & relevant line managers) explaining my decision suffice?

It's up to you. If you've had a splendid time with good relationships then ring first if you like.
You don't have to though. The e-mail will suffice.

I would ring your manager then follow up with an email.

I would call my manager first (assuming that you have a good relationship with them) and then follow up with an email copied to HR.
