Is this some sort of scam?

Today (12 December) I found a card from Royal Mail in my postbox, dated 7 December, saying a package has been put in my brown bin. There is no package in the bin, and I'm sure the card has not been in my postbox since 7 December. I am expecting a package, which is now well overdue. What can I do?

Doesn't sound like a scam at all. I'm not sure how you think you can be scammed in this situation?

Anyway, I'd contact the company who have sent your parcel to say it hasn't been received. The Royal Mail card and its whereabouts aren't completely relevant. Even if the parcel had been put in your bin on the 7th and subsequently vanished, the company who sent it still have to sort it out for you.

Have you had a refuse collection since then? Contact the company who sent it saying it has not been delivered and they should raise the dispute with Royal Mail.

How could that be a scam exactly?
