At the end of my teather please help advice re neighbours

Morning everyone,
Im tired hence the forthcoming whinge, so i apologise beforehand!

We live in a mid terrace, the home next door is owned and rented out privately. We have recently in the past three weeks had a turn around in tennants. Our rear gardens are seperated by fences and gates, however our back garden access for bins is through their garden.

It may be worth noting that we are local authority housing and it is my understanding from the local authority that although the house next door is privately owned the council still hold the right of way always, the private owner can not stop us using this ever.

New tenents have dogs (2 of them), i know i am going to sound like i hate dogs. which believe me, I dont. But these dogs are put out the back most of the day and it is constant barking, when my son goes onto our patio area the larger of the dogs lunges at the fence area barking terribly. My son now retreats to the house every time he sees them, which i dont think is right.

At night they are barking inside the house and its all i can hear in the bedrooms. I am exhausted, but i'll hold my hands up and say that i am zoomed in on it now because im tired but it really is awful. I've had workmen out this week working in my garden and they are actually yapping and hanging up on the face at the workmen.

Last night they were let out the back at quarter to 12 (midnight) where they proceded to bark.

I am at my witts end, I have tried to let it go on the understanding that maybe the dogs were just unsettled in a new enviroment and getting used to smells ect but three weeks on would this not have stopped if that was the case?

Its made slightly worse by the fact its the owners family who are staying in the house now, i am not confrontational what so ever and i absolutely dread having to speak to them about it, can anyone give advice? My kids are exhausted in the morning and so am I :-(

Isn't there a noise nuisance law about antisocial times of the day/night? It used to be 11pm-7am? In which case 11:45 is within that parameter and you could set up a diary and log your complaint.

However I'd always talk to them first and explain that it's difficult for you. If you get nowhere then a the time to take it to an official level.
