Noisy neighbours upstairs

Hi everyone I'm new on mums net . Been living in a rented two bedroom flat for nearly 14 years love the area and the flat itself. Live there with my son who's 13. We have had many new neighbours upstairs in those years but none as noisy as the ones we have now. They moved in just under two years ago a couple and two small kids but didn't take long for noise to start. Cut a long story short I've had there landlord and mine involved and the police as they have become very volatile and nasty with face to face threats. I have reported to council who are about as much help as a chocolate teapot. Also police really don't care. The noise starts early about five till midnight everyday no day is the same sometimes all night too. Banging crashing running etc. Also the parents join in too. Man goes to work all week and she is there with the youngest who's five. She sits in the kitchen smoking all day and he charges about . Witnessed today little boy trying to open window by standing on ledge if catch wasn't on he would of been thru. They all sleep I'm one bedroom and whatever I do they don't give a damn. I think they are used to doing what they want. They never tell kids off. Don't know why they had kids. I have no money to move and I'm not. They are very nasty people and don't know what to do next ? I am at my wit's end. I won't even go back in flat once I drop my son at school because I can guarantee they will be noisy. What can I do please help ..Thank-you Confused
