Plucked magpie

We have two magpies in our garden, been around a few weeks. One of them looks plucked! It has no feathers on its breast and only a few on it's legs. I was also wondering if it has a full compliment of tail feathers. It was just doing a lot of insistent chirping at its mate but hadn't noticed that before.

Any ideas why?

It may have a bad case of feather mites, or it may have been caught and partly plucked by a predator but managed to escape (female sparrowhawks will take on magpies).
