horrible smell coming from another flat!!!!

I think it is from downstairs, and I think it starts when they cook.
but it is always the same kind of horrible smell and stays long time in our flat and it gets stuck to our stuff.
these are temporary accommodation belonging to council, it is more like hostel with tiny flats in.
I don't think there is any hoods over cookers here.
what should I do?
what can the council do?

If it is really bad maybe try Environmental Health? They would have to visit you to 'experience' the smell.

Does it definitely come and go?

I would contact the council and raise the issue.

the smell is come and go.
starts at cooking times and takes long to go away.
the problem shouldn't be from our flat I am guessing.
and I experienced the smell in front of their door, nowhere else.
