csa advice

To cut a long story short I have just found out that my ex partner is the father of my 12 year old daughter and not the one night stand that i had just after we split. I paid for the dna test after having doubts myself as my daughter got older and her looks changed.
I have closed the csa case against the other guy and will sort out repayments but I have tried to open a case against my ex.
The csa phoned me today to tell me that they are unable to go ahead with the case as I can't remember his date of birth or national insurance number. Is that true? I have given them his address, work details and phone number.

Sorry if this is in the wrong place, wasn't sure where to post.
I'm unable to contact the ex myself as I tried to get him to do a dna test 5 years ago which he consented to but later backed out of as he didn't want to upset his girlfriend.
