Would you complain? Door sales man

I had a man knock at my door selling cavity wall insulation. Felt a bit pressures but he said he'd measure up, take my name etc and ring in a week after I had thought about it. I said ok. He took some details and wanted fo see my fire (something to do with fumes omitted he said and make sure it had a vent). He then went to measure up (outside) I glanced out of my window and saw him, no tape measure. He then went round the back i looked and yet again no tape measure but a camera. He took some pics of the roof/upstairs window and put it back in his pocket. I went outside and asked why he was taking photos. He said it was to do with health & safety to prove what ladders they needed. I felt uncomfy as he never mentioned it and he said he needed to do it. I said no I wasn't happy and not to take pics, he asked if I was joking, I said no - I didn't know him so why would I let him take pics. He said "well you've seen my badge.." (hmm there gonna be impossible to forge aren't they) so he stormed off.

Am I panicking over nothing? I wouldn't of minded if he had mentioned the photos before but he took pics quickly and put it in his pocket so if I hadn't noticed he wouldn't of mentioned it. I asked to see his badge so i know what company it was, should I complain? Something just didn't seem right.

I don't know about cavity wall, but I have had workmen take pictures so they can use it to prepare for the job.

I wouldn't have been that concerned. His explanation sounds reasonable to me.
