Paying for damages

Asking for a friend - friends ds was out playing, they live on an estate and the kids all play out together.
They were playing wrestling, one child decided to take things a bit further and threw a stone which (thankfully) missed the intended target (a child) and smashed her window.
My friend is feeling bad about asking the child's mum to pay for the damage, I don't see why friend should be out of pocket so WWYD - should the mum pay or should my friend accept that 'accidents happen'?

The mum should pay. Well, the child who threw the rock should pay.
