Posting on behalf of someone, they live in a private rented house and receive housing benefits and are on uc, 2 adults 3 children, 1 of is which are autistic. They are having nothing but problems with the house, serve damp, mould, leaking radiators, haven’t had heating for weeks, black dust, they wipe there arms and it’s black from black dust, there band (2) out of (4) for a council house but could be waiting years, it’s effecting there mental health bad. What else can they do? What could bump them to band 1 and any services that can help? Thank you x

They could contact environmental Heath who can force the landlord to sort out issues.
The could contact shelter for advice.
I will go and find a link

You might want to get this moved to Chat OP?

You've posted in AMA.

If the child is autistic and adaptions you may be able to request adaptions related to the disability. Depends on severity, although the conditions of the property should pit them high. Can they appeal the banding? I think under the children and families act children with disabilities have a right to a safe home.

I find with LAs they only really do anything if you point out breaches the law, otherwise they will follow their own policies which aren't always legal. Might be worth contacting Shelter as above and CAB.
