Thanks. The fact that he worked in a secure children's home and in youth services for so many years really worries me. If this story got more coverage then perhaps any potential victims (not saying there are) would feel they could speak up.

A custodial sentence should be in place.

From the Daily Star (not my newspaper of choice but needs must) -

'The Labour councillor had a 12-year career in Devon's child protection services.

In 1988, he began working at Intervention Services for Devon Count Council at a secure children's home, occasionally working at other units.

Before this, he was involved in the creation of Riverside Youth Cafe in Dawlish.

From September 2001, he worked full-time at a Secure Children's Home until his role was axed in redundancies in February 2010.'

It seems an astonishingly light sentence - suspended, too. His background in children's services makes the crime even more heinous.

What else was said in court? I ask this, because it is always problematic to assess sentences when we may not know the full facts in a hearing that may have lasted some time.

I see from other accounts he pleaded guilty, which would have helped him. The judge commended him for his public service on the council - but this is not at all uncommon in this sort of case, as it is a way of gaining respectability and hiding the crimes.
