How is this not sexual?

I was at the British Motor Museum today with family. In among the car and miniature railway enthusiasts (mainly families with kids and older men) was a couple in their forties. Two men. Except one of them was dressed as a "woman". 4 inch stiletto heels, sheer tights, a skirt and matching jacket. He was clearly wearing a fake cleavage, complete with fake collar bones and balloon like fake boobs, which visibly shone in the light. The cleavage reached down past where a bra would sit. It was grotesque, completely and overtly sexualised, in a setting where almost everyone was wearing long-sleeved tops and long trousers. How is this anything other than a man living out his own sexual fantasies? I don't need this kind of thing forced on me and even less so on my kids! Before people start: there was another man there who was wearing female clothes/ accessories too. I have no issue with that. Just keep it out of my face and limit your sexual fantasies to the privacy of your own home.

Paraphilias cluster. He's clearly an exhibitionist as well as an autogynophile.

They also often escalate.

That’s why the poster upthread was nervous hiking along a path with a man engaged publicly in his sexual fetish and trying to get a reaction.

...if a women dressed up in sexualised menswear (eg studded fetish shorts) with a big fake cock prominently stuffed down her pants and popped out to look round a museum I think people would indeed consider it out of order. Don't you?

Definitely, but you wouldn't be allowed to say anything about it because it would be considered sexist and against bodily autonomy and freedom of expression.

I would find it inappropriate, but it wouldn't be a fetish. Others have already explained why the two scenarios are different .

But women in stilettos, fish nets stockings etc can be part of a fetish - especially for men that have a foot fetish. I'm not sure how it would be different as by your logic they would still be involving you in a fetish if they are out in public. I'm not saying that I agree with how the person you describe was dressed but I think the reason you've given can apply to a man and women in a relationship too, not just 2 men that are cross dressers.
