I think Freda has changed what they apparently meant from what they originally stated.
When it was first said I thought Freda was on about the NHS zero tolerance risk marker system.
I'm not saying the following is how the system should work, but it is how it's been proved to work in actual real life...
As a patient transport driver someone in Freda's job is covered under the NHS zero tolerance policy.
If any member of patient transport staff complains to their manger that a patient has given them reason to be afraid for the safety of themself or other staff members then a risk marker can be placed on a patients file. This marker is available to see by various members of NHS staff who may be involved in that patients care.
The patient may be given a warning first, but the risk department can decide the patient is such a threat that they go straight to the risk marker being placed on the patients file.
There are many many reasons for why the NHS may decide to place the marker, so it's not hard for a disgruntled staff member to fabricate a story that means the patient falls into one of the categories covered in the zero tolerance policy of things they will find you guilty of with absolutely no proof whatsoever.
And the first the patient knows about it is when the letter arrives to tell you that they have found you guilty of a crime and will be punishing you accordingly with a risk marker on your patient file.
This system relies on the fact that the staff member is basically believed 100% and can therefore say whatever they like - the system is open to abuse by staff members who use it in bad faith to persecute people they don't like.
The patient has virtually no chance of getting that marker removed. If they can prove they can "behave themselves" for a set period of time then the marker gets removed after about 6 months. (times vary). Having proof that the staff member is the aggressor also doesn't help the patient, as the risk department tends not to give a shiny shit.
So then the patient has to spend time and energy they don't have trying to find out what the hell is going on, and trying to fight a system that takes six weeks to deal with a complaint or a query whilst that patient knows that anyone who looks can see they have been deemed a risk to staff on no evidence whatsoever.
It is yet another of those things that men can use against women where the process is the punishment.
