Admittedly, I've not really looked, from the few videos I've seen, it seems to be mostly straight people playing dress up.

No. It is not done. Also, there's more 'decorum' in our Congress than in the UK...there's rarely, if ever, shouting matches. While I find it's kinda fun to watch Parliament get heated, it's different in the Congress. The White House is even more 'stately'. Not completely dissimilar to some European royalty, just elected in!
