Self ID ~ TRA ~ GRC ~ MLR ~ KYC ~ PEP .... Interpol .... random connections

People who get a GRC are allowed to have their birth certificate changed.
So they are no longer legally the person they were born.
They can then get a passport in their new identity.

If GRCs are allowed on the basis of self ID,
it will be a simple process to completely reinvent oneself at least once a year.

When banks deal with customers, they are required to obey the KYC ( know your customer ) part of the MLR ( Money Laundering regulations ) to highlight whether the customer is a PEP ( potentially exposed person ) more likely to be involved in fraud or the funding of terrorism.

Have the Police and law enforcement and legal systems set in place strict protocols to ensure that Self ID is not used by criminals to hide their identities for all sorts of nefarious purposes ?
If not why not?
If so, are they published so we can check that they will protect everybody ?

I can guess the answer but hope I’m wrong

RedHoodGirl · 17/09/2020 20:26

Trans people currently don’t need a GRC in order to get a new passport.

ItsAllGoingToBeFine · 17/09/2020 20:26

They can then get a passport in their new identity.

As far as I know, no GRC is required for a new passport, or any other official documentation.

Eo91 · 17/09/2020 20:35

I needed my deed poll and a letter from my consultant at the GIC to change mine - I have no idea what precautions they'd put in place to regulate with Self-ID.

Deltoids1 · 17/09/2020 21:11

There was a thread earlier this year that flagged up a loophole in the DBS checks. IIRC people who had changed their name/sex on via a GRC, it wasn’t necessarily linked to their old identity on the DBS check.

What evidence does a brand new name need to get a first passport ?

Anyone can change their name on a passport with either a marriage certificate or a deed poll. To change gender marker a letter is needed from the gender identity clinic.

ListeningQuietly · 17/09/2020 21:36

Anyone can change their name on a passport with either a marriage certificate or a deed poll
And the Deed poll records show former and current name
so allow the police to track them

but if self ID allows Gender to be changed
it will make the job of the police to monitor bank accounts MUCH harder

Does anybody know what safeguards are in place for countries like Canada that have gone full self ID

MLR and KYC rules can currently request
"all former names you have been known by"

Or your GP. Or Mermaids.

So are there any checks and balances to stop fraudsters and terrorist exploiting the TRA stuff for their own purposes
if not
maybe it should become more widely known.....

^And the Deed poll records show former and current name

You don't need a registered Deed poll I think - we changed my child's name, and got his first passport in his new name, using a normal 35 quid deedpoll from the web - nothing enrolled anywhere.

Now, admittedly, it's presumably linked to DP's/my passport somehow, plus of course a witness who knew us had to certify he's our child, but since there's no requirement to register a deedpoll, I wonder what tracking is actually possible/kept?

ListeningQuietly · 17/09/2020 22:25

Treestumps
I am well aware that its possible to use any name you like
so long as its not for the purposes of fraud

But I really am beginning to wonder how Trans and Deed poll rights
can in any way match the KYC rules around crime prevention

TreestumpsAndTrampolines · 17/09/2020 22:30

Well exactly - I'm not sure that there necessarily is a clear path to trace between names.

Does the passport office do the linking? Is this available to DBS/Police?

ListeningQuietly · 17/09/2020 22:37

I wonder because in many court cases there is the
"Bill Jones also known as Pete Smith"
but when its people like Karen White, the male name seems to be erased
which means that past criminal activity by that individual will be missed

I wonder why

ArabellaScott · 17/09/2020 22:40

I would probably be willing to bet money that the answer to your first question is no, OP. It's transphobic to think that criminals might game the system to avoid being caught, as far as I understand.

LeftHandDown · 17/09/2020 23:05

Given in other areas criminals are usually one step in front of law enforcement agencies, I'm sure this area will be no different.
As post modernism is about breaking down social order and creating chaos I imagine there are many groups out there rubbing their hands with glee.

ListeningQuietly · 17/09/2020 23:18

I guess my reason for the thread
other than the fact that MLR is my thang
is that if the Crime and Legal services realise that self ID will make their jobs harder in areas that have nothing to do with sexual violence
they might be persuaded to stop drinking the Kool Aid and send Stonewall packing
and focus on the fact that knowing who people really are
is quite an important part of reducing criminal activity

I've been wondering, on a related issue: when a convicted male criminal changes his name to a female name and has a whole new set of ID documentation, and it's illegal to 'deadname' him -- does he just wipe himself off police radar? Or are police allowed to keep track of his changes of identity? And if so, how effective is their record-keeping if he changes the name he's known by (without necessarily changing birth certificate etc) a couple of times?

EyesOpening · 18/09/2020 00:22

male criminals are going under the police radar with just changing their names, never mind their sex marker to obscure things all the more twitter.com/TheSafeguarding/status/1287361838955601921

thinkingaboutLangCleg · 18/09/2020 01:24

Unbelievable. But at least the police clamp down on serious crimes like making rude remarks on Twitter .... Confused

highame · 18/09/2020 07:00

Not sure if this is still the case but you could get passport, anything just stating you had changed name but you had to have a deed poll change in order to buy property.

JaneAustenWouldHateThis · 18/09/2020 07:47

All this talk of passports and nefarious purposes is a bit "Day of the Jackie" isn't it?

ListeningQuietly · 18/09/2020 10:08
Grin

I admit my focus is the MLR side and proving identity for opening bank accounts
a permanent stress for me as I have two names and two passports
and realising that there will be a significant opportunity to bypass the system by abusing self ID

and that maybe law enforcement folks should point out that
feelz might not be the ideal way to make all of us safe from fraudsters and thieves
let alone violent offenders

I wonder if Stonewall have been asked about it Wink
