They said the difference between HC and HI was much debated even within people working in this area.
They tried to use ‘incident’ to describe something such as not letting someone access a service (which to confuse things further can also be discrimination under the EA). The aim was to ensure that people are comfortable to report all such matters, and the word ‘crime’ may put someone off, as they may not perceive what they have experienced as a crime so may not report it.
There were other interesting points about the groups of people covered in the definitions but I don't want to risk outing my old locality too much... I'll just say it's interesting comparing different councils' text on this.
