Haven’t had time to read through all of this yet, only just seen that this was published today.
However the figures show that Trans prisoner numbers have almost doubled from 2016 to 2017 and the MoJ suspect that this underestimates the actual numbers due to the way the figures are collated.

Well, clearly trans prisoner numbers have jumped because the cisnormative justice system is rife with transphobic oppression, and the answer is to release all trans prisoners.

The figures of trans prisoners increased greatly between 2016 and 2017. What's the betting they increased even more between 2017 and 2018? I only skimmed the report too, but contains the usual mangling of the language, 'gender' when 'sex' is meant and the wretched 'assigned at birth' as ever.

It basically says the defining factor for where someone is placed is their preferred ‘gender’, even if that means being a transvestite or ‘not having a GRC or intending to get one.

The report, possibly correctly, focuses on the deaths of two transgender prisoners. It does not elaborate on this, possibly due to confidentiality but the inference is that the suicide risk is greater if people are housed by biological sex rather than gender preference. This only means something if there are no suicides ever among prisoners who are not transgender. Any deaths in custody (or elsewhere) are regrettable of course, but what were the co-morbidities?

The report gives a good indication of how policy and practice have developed. There is an acceptance on face value that housing a transgender prisoner in the desired ‘gender’ estate is a good thing. There is no real consideration of the women on that estate, although a recognition that trans men pose no risk by being placed in the male estate.

Important to note that the numbers captured do NOT include prisoners with a GRC like the transgender paedophile rapist in the women's estate reported in the media this week.
Who is a different paedophile rapist in women's prison from the one in the media last week. He did not have a GRC.

It's getting hard to keep straight all the transgender paedophile rapists currently in women's prisons at the rate they are hitting the news at the moment.

We have no idea how many GRC holders are imprisoned as they aren't captured in the MOJ numbers. They will all be in women's prisons though.

I was shocked (which doesn't happen much these days) to read in that report that a judge ordered a male prisoner to be transferred to the Female estate because he had a GRC, despite the fact that his crime was attempted rape of a woman... and this happened as far back as 2009.

I'll need to read up on that one.

And then I'll need gin.

Katara transmen are allowed to choose which estate they go to. The prison guidelines acknowledge that they are unlikely to choose the male estate. Funny that.

Holy fuck that's bad. I wonder whether he only attempted to rape someone because he killed her in the process or whether they were separate incidents? I wonder how much more harm he did before being caught and what's gone on in the decade he's been in a woman's prison?

It's sickening. There is no mention or consideration of women in that report.

Males can go into the female estate with/without a GRC. It doesn't matter if they are a rapist, because the prison should treat them as they would a similarly violent woman.

The fucking bastards. Why are they even bothering with reviewing the GRC?

Redkeyboard the author will be a civil servant, they are linked as author of many of HoC reports, but I have no idea why it was published today. I do think that may be coincidence.

They are describing male prison life for Karen. I'd like to know if they are always provided with "guaranteed single cell accommodation" in the female estate? If not I feel there's a double standard there.

I particularly note that the index offence of attempted rape did not involve the ability to sustain an erection, and appears to have been more inspired by feelings of frustration and jealousy than sexual desire.

Oh well, that's all right then. I'm sure the victim is relieved.

Nice to know also that Lord Patel was formerly a social worker in Bradford.

On 19 March 2018, Lord Patel of Bradford was appointed by the Secretary of State for Education and the Secretary of State for Health & Social Care as the Chair of Social Work England. Social Work England will be the new regulator for all child, family and adult social workers in England West Yorks Telegraph and Argus

I wonder what Lord Patel thinks should be done about the investigation into grooming gangs in Keighley and Bradford, going back some years. This BBC Report says there are over 100 victims, 179 cases, and 165 suspects. Some have been convicted already as reported in the West Yorks Examiner

Sajid Javid wants to look into it and all factors including ethnicity.

But I don't know what Lord Patel has to say. I read that a public enquiry into Bradford cases was deemed not a good use of money. But 60 children were identified as being at risk at the end of October 2016

But he made time for Karen Jones didn't he.

So I am sure he will be very involved in seeking justice for these horrifically abused young female girls, now young women.

And help enforce the safeguarding of women and young girls.

I expect that he feels terrible that this happened on this doorstep.

6.2 Women offenders who present a high risk of harm to
other women are managed safely in the female estate. Transgender
women who pose similar risks should be managed in a similar way in
the female estate. In a judicial review of September 2009 (R (on the
application of AB) v Secretary of State for Justice [2009] EWHC 2220
(Admin)) the judge held that a male to female transsexual prisoner
with a GRC had to be transferred to the female estate even though
one of her index offences was attempted rape of a woman.
