What's a spoofer?

Spoofers use an app to travel the world on Pokemon go without going anywhere. They usually take down gyms, battle in raids, & catch rare Pokemon. It’s against the rules and Iv heard of people having their accounts blocked

Yup. DS friend used to spoof in San Fran but travelled back to NL too quickly and too often. Had a couple of short bans, then a three month one. I think he's given up on PoGo now.

soubriquet re raids, don't forget that there's a 360 degree thing with gyms/stops etc so someone could easily be on the other side of a building, for example. I've had that a couple of times, just glad I actually win when I'm soloing.
