Maybe we just do not have enough £ to offer or the British mentality is move forward, not repeat yourself. The closest we have ever had to all-stars was Xmas specials with past winners and semi-finalists competing.
I'd love an all-stars version, in 2027 to celebrate 25 series...
I don't think the majority of my favourites would ever sign up again (I adored Gavin Henson, Danny Mac, Jimi Mistry, Anita Rani, Pamela Stephenson and Holly Valance).
