Heel leads in ballroom are really important though — go forward on your toe and you stop your movement, so you'll never get that gliding across the floor look. It applies in waltz/foxtrot/Viennese/quickstep/American smooth (tango is a little bit different), so their other dances will be better for trying to get that right.
(And to be honest, if you go back to the social dancing idea rather than show/competitive, ballroom dancing is really based on walking around together in funny directions. When you step forward, you'd naturally step on your heel, not your toe. It isn't really a technique!)
