Lands End Commuter Coat.

5'7" and it is well below my knees.
Tailored, with an adjustable elastic inside at the waist, but no belt.
Rain baffle outside the zip and wind baffle inside.
Waterproof.
Removable padded hood.

It is down (80/20). The fabric is 100% polyester.
