Two government experts on special educational needs (SEN) visited the county council in December.
Two Ofsted additional inspectors, who also moonlight as SEN education consultants for local authorities, visited the county council in December. These inspectors last taught in the 1980s, have never had a successful outcome with a child with SEN, are totally ignorant of special needs law, but have the brass neck to call themselves "experts on special educational needs"
But the advisers’ investigation found no cause for concerns – and on the contrary showed that the county council had excellent relationships, good practice and dedicated staff.
The advisers didn't leave the comfy confines of the Children's Services' meeting room. They checked policies, checked data that would only have statistical validity if you were on mescaline, asked a couple of closed-set questions about inclusion, and read a few Ofsted reports, which were also written by additional inspectors with no experience or expertise in SEN. They didn't attempt to verify the information given to them by the LA, and they certainly didn't dirty themselves by contacting the people who triggered the complaint. OTOH, they had some excellent taxpayer-funded Fairtrade coffee and Belgian biscuits, and pencilled in a £400 per day workshop at the LA on co-production for the second quarter of 2015
Cllr Matthew Tomlinson, cabinet member for children, young people and schools, said: “I have always had full confidence in the professionalism and effectiveness of our SEN service but it is of course very pleasing to have that view confirmed by an impartial and respected agency.”

This is because I am either: a) laughably unaware of what goes on in my SEN Service or b) irredeemably opposed to ensuring that children with SEN get an adequate education.
