My husband admitted a half ONS recently it happened 10 years ago. I don’t believe his story. Is it too late to contact the ow? Would it make me feel any better to know he’s told me the truth? I’m lost, my trust has gone and I don’t know what to do. If I’d known at the time I would have left.

That's as much or more of an issue as the "half" ons.

Why exactly dies he think he shouldn't say sorry???!!!!

Does he actually want your relationship to end ... Is that why he's finally told you, and wing even talk about it or even express regret or remorse for cheating on you.

There are no etiquette rules about contacting OWs. Do what you want. It might not be a fun conversation, but it might give you clarity, who knows.

I would wonder the same thing

It shows a contempt for you and your marriage that is tragic for you, I'm really sorry, and also unsurviveable.

Either he just doesn't care, or is using it to make you be the one to walk away
