The kind of man that sends an unsolicited dick pic is the kind of guy who will grope you in a bar, or ignore your boundaries in bed, the kind of guy who thinks Robin Thicke had a point. They know they don't have consent, they know what kind of reaction they're likely to get and either they don't care or, worse, that's what appeals to them. They're the men behind most of the #metoo posts you've seen lately, the kind of guys who assaulted me when I was a student and who now will respond with defensive "not all men" comments to those posts. They are the worst.

I've often thought there should be a little snapchat filter for dick pics, like the ones which add a crown of flowers or a cute dog face to the offending bellend.
