What I took from the podcast was that he's not a political animal, he doesn't have instincts about what to do in certain situations. He's focused on process, and hopes that by reading lots of stuff, he can make the right decision.
The example of the Scunthorpe steel plant was a good one - his ministers had to prod him to make a decision. He was more focused on the technicalities behind the decision.
I don't think he really thought about where he wanted to take the country after he won the election. I think he was just focused on winning the election and that change would come because Labour had taken power from the chaotic Tories.
