I can't see that there is actually any practical difference between people with a GRC and people who just self ID as trans, since as you correctly point out, very few people actually have a GRC and even among those who do, it doesn't appear to be actually used for anything.
There does need to be a wider discussion about when or indeed whether it is appropriate for people to be allowed to use single sex spaces or compete in sports for members of the opposite sex.
My own personal view is that I do not have a gender identity, I do not define myself in terms of gender - which seems to be nothing more than regressive stereotypes - and so I do not consider that I share a gender identity or a gender with trans women or that their perception of themselves has anything to do with me or other women.
I'm struggling to think of even one situation where society actually distinguishes between men and women and where the relevant factor is "gender" rather than sex.
All of this is really just a belief system, designed to allow a small and self-selecting group of people to use spaces for members of the opposite sex, despite the fact that that defeats the purpose of that space being single sex in the first place, and despite the fact that the members of that group have not consented.

EA2010 definition section 7Gender reassignment
(1)A person has the protected characteristic of gender reassignment if the person is proposing to undergo, is undergoing or has undergone a process (or part of a process) for the purpose of reassigning the person's sex by changing physiological or other attributes of sex.
(2)A reference to a transsexual person is a reference to a person who has the protected characteristic of gender reassignment.
(3)In relation to the protected characteristic of gender reassignment—
(a)a reference to a person who has a particular protected characteristic is a reference to a transsexual person;
(b)a reference to persons who share a protected characteristic is a reference to transsexual persons.
Clear as mud which is the point I keep making about definitions.

I think that protection under belief is all that is needed for those who believe they are neither male nor female or who believe that gender identity matters more than sex. There is no need to go further than that since there is nothing more objective or immutable than belief to go on.

It's clear as mud because the whole thing is nonsense.
Humans can't change sex.
It would make more sense to say, "A person has the protected characteristic of gender reassignment if the person is proposing to undergo, might undergo, is undergoing or has undergone hormone therapy and/or cosmetic surgery to make themselves superficially resemble a member of the opposite sex, or is not proposing to undergo the above but wishes to be treated as though they have."
That, of course, begs the question as to why this needs to be a protected characteristic.

We call upon the Government to repeal the Gender Recognition Act 2004. The Act makes it impossible in practice to keep biological men - who are statistically responsible for most violent crime - out of single sex spaces for women.
