I think SS are trained to be 'matter of fact' because of the potential of 'malicious calls' .. I think I'd also call the police

I'm with Colditz on this - call 999 and say that you think you have just seen a small child being locked in a shed and that it is not the first time.

agree with colditz would also call the police and tell them a chld is being locked in the shed, they will come if they know this.

And I agree that if you see no action within say, half an hour max, you should ring the police.

(Is that poor child still in there?)

but he's not in the shed right now is he so no point in calling 999 - that's for emergencies.

you could call police general number to get it logged but if police go round it might just mea the father hides it better in future.

Now, call the police now, not in half an hour. If the police can catch the parent doing it they can prosecute. If it's too late - it might happen. Call them now, please.

My ds1 is extremely ahrd to maange and aggressive but i could never countenance such cruelty.

I would call the NSPCC as well, to make sure there are 2 agencies following this up.

Instead of dialling 999, either call or pop into your local police station. He may still be in there or not, either way only the police can check.
