The refugee crisis: official MNHQ thread to discuss next steps for a campaign

Following on from previous threads (here and here), we've spent a couple of days looking in to this. As you can imagine, lots of the organisations working on this are extremely busy at the moment so it's taken us a little while to pin down some relevant info - sorry for the delay.

On search and rescue in the Med: the UK government now contributes what several organisations say is a pretty sizeable package of resources to the EU's Mediterranean search and rescue effort. One organisation told us that 'the UK has totally stepped up; we now have more resources in the water than any other EU country'. The thinking seems to be that given the size of the Med, and the desperately unsafe boats/dinghies that are being used, there is just no way to guarantee that people will not drown; the consensus seems to be that the best focus would be on providing safer routes to countries of refuge in the EU, and a better welcome for refugees once they're here.

That doesn't mean we can't focus on search and rescue if you still think we should. There are organisations like Medicins sans Frontieres and MOAS, who are using donations to run their own search and rescue missions, and we can give them a big push and help you to encourage more private donations to them. But it's worth noting that most organisations in the field seem to think that if there is an insufficiency in EU search and rescue, it's not because of the UK government.

There is also a current initiative by Save the Children that we could swing behind, and perhaps do some joint campaigning on. It's based on a five-point plan of action for EU governments, calling for the following:

  • maintaining search and rescue, and making sure EU operations have adequate resources and the right mandate (ie that they concentrate on saving lives, not on border protection);
  • providing safe and legal routes into Europe for refugees, with a particular emphasis on the rights and safety of children;
  • providing proper reception and support for refugees in EU countries, including minimum standards for things like shelter, medical treatment, legal advice, and access to health and education facilities;
  • an effective, balanced and mandatory relocation and resettlement agreement for refugees, involving all EU countries (eg mandatory quotas for numbers each country must take); and
  • tackling the root causes of unsafe migration. This involves things like putting international pressure on the warring parties in Syria to end the conflict; supporting Syria's neighbouring countries (where most refugees from Syria are living, often in camps) by fully funding the Regional Refugee and Resilience plan (currently only 40% funded); and assisting the World Food Programme to re-start its food aid programme in Jordan, which was recently suspended due to lack of money.

Save the Children are also asking the UK government to commit to taking in 3000 unaccompanied child refugees, who sadly are already in Europe without any adult protection.

Let us know your thoughts working with Save the Children on these two things (the 5-point plan, and asking the UK government to commit to taking 3000 unaccompanied child refugees from within the EU). It seems like a comprehensive proposal to us, but of course ultimately it's up to you.

I support MN aligning with Save The Children's initiative - it's a start.

It is true that setting up a proper programme and the financial support will take time, but first, these children - all 3,000 of them - need rescuing from their immediate danger!

I support Mumsnet's alignment on save the children's recommendation.

I also urge MNHQ to use their contacts to encourage the UK government and other influential bodies (UNCRH etc) to take a stance regarding the way refugees' and their children are being treated in Hungary. The majority of Syrian refugees have no intention of settling / seeking refuge in Hungary, but Hungary is an obvious route toward Austria, Germany and Sweden, but yet their journey accross Hungary is fraud with difficulty and incredible hardship (babies having to sleep in the rain in an open field in the cold). David Cameron mentioned that refugees in Europe are safe etc, but the UNCRH and all other NGOs have reported serious breaches of the European Convention of Human Rights, and Hungary has been the scene of incredible hardship (with children sleeping in the rain / in the cold, walking hundred of kilometers). It is also a heartbreaking image to see parents being mistreated and humiliated in front of their children, to see children scared, to see a boy just slightly older than one of my children holding a baby and trying to go through a police cordon. All very profoundly upsetting.

From the BBC "Human Rights Watch said migrants were being kept in "abysmal" conditions at two detention centres in Roszke, lacking food and medical care", with conditions described as only fit for animals.

Anna Holligan, BBC News, writes
The Hungarian refugee camps have become humiliating holding zones for the thousands trying to cross the country's borders. Journalists are banned from entering, but images shared by human rights groups and refugees are disturbing.
The Hungarian government has not yet commented, but the images will fuel the allegations that Hungary is failing to meet the minimum standards for the treatment of migrants, as laid out in the European Convention on Human Rights.
The Council of Europe has reminded member states that people should not be treated like prisoners.
Many of the people I've spoken to, from Raqqa, Idlib and Homs have become numb to violence in Syria, but their treatment in what is supposed to be a place of refuge is hard to bear".

Yes I support the alignment with Save the Children - including assistance to those held for processing in Hungary/ Europe too. The reports of the treatment of refugees held in Hungary are going to haunt me- and people called them 'safe' in Hungary. Please do this MNHQ.

Not sure. Unsure where you magically get foster carers from as I understood we had a shortage. Taking in too many than what you can support is not a good idea. You can see that Greece is overwhelmed by sheer numbers. I am a good parent to four, but would be a poor one for eight. Whilst small numbers are mentioned in relation to the crisis, we should remember in the UK many meant more migrants have come here this year. They will need infrastructure and resources too. I think aid to the camps in Jordan seems better as it helps more people.
The 20,000 that Cameron talks about means a town the size of uttoxeter, with all associated resources.

Support Save the children and definitely further assistance for those being 'processed,' in Hungary. The images I've seen on Aljazeera (one scene last week of a woman sprawled on a railway line, clinging to and covering her baby with her body, while at least 3 security guards forcibly dragged her along was very disturbing) are harrowing and appalling.
