Neighbour keeps flytipping

My neighbour keeps fly tipping into a public bin at the end of our culdesac. Mainly cardboard and a whole melon spotted most recently which are clearly not for a public bin. He's also never puts any of his household bins out on collection days so I have no idea where he's putting the rest of it.
I have a few videos from our ring doorbell proving it's him.
Is it worth reporting so he's fined and hopefully stops? The public bin he uses is only collected about once a month unless reported and when it's full there are dog waste bags spilling out of it as it cannot be used for its intended use.

Can you link to the legislation that says a melon cannot be placed in a public bin?

It's mainly the cardboard. The melon is just unusual as it seems unlikely someone would be walking around a footpath with that in their bag.
The bin is located at the edge of some open space within housing estates.

It's the Disposal of Melons Act 1940. Apparently they were often mistaken for unexploded bombs during WW2.

Because I, and many others have to walk past it every day and it's unsightly when it's overflowing with dog crap which can't be disposed of properly.
Why else would we all have regular bin collections if it's acceptable to fill public bins with household waste?
By dumping his cardboard there it's also not getting recycled. Many points tbh.
And if it was in view from your house you might have a different point of view. 🙄

I think I'd be complaining to the council about inadequate collection schedule. Particularly since it sounds as if it's intended for dog waste, that sounds like a health hazard.

this thread is hilarious. the dog poo is from dog owners walking past. yes OP you should probably report him to the council so they can keep an eye out. i wouldnt want to see this on my road. i'm interested in why only cardboard and melons though 🤔

@JollyHollyMe 🙃 I mentioned the melon because it's pretty unusual given the location of the bin and it was balancing on top of all the cardboard he's stuffed in there! The issue here is the cardboard. It's shouldn't be in there and it is impacting other people from disposing of their waste correctly.

For background, we have a large open space with walkways in the centre of 3 or 4 large housing estates. It has a lot of footfall from dog walkers. It is their dog waste bags that cannot be disposed of correctly as they are falling out of the bin when he has over filled it with cardboard.

@EmraldSky tbh, it could be all sorts of things, but as it's a bin I've not really stuck my head in to have a look. It's one which is covered on the top and has a little letter box shaped holes on each side so you can post the waste in.
You can only see what's in there at the top when it's full.
The melon was carefully balanced on the edge on top of all the cardboard.

A bin she walks past every day, at the end of the cul-de-sac she lives in (so, very near her home), overflowing with bags of dog excrement, absolutely IS her business FFS.

Your issue is the council not emptying the bins often enough or providing enough dog waste bins. It may have escaped your notice, but there has been a teensy bit of a funding problem in local government this past 14 years or so. But keep blaming your neighbours, that's definitely the constructive approach.

That doesn't sound like a dog waste bin anyway - it is a normal bin.

Contact the council and report the bin to be full every time it gets full. They'll soon get the idea to either empty it more often, provide a proper dog waste bin, or fish out the cardboard and find the name and address of your neighbour still helpfully attached to it, and take matters into their own hands. Ugh.

Ok, so its a bit strange that he is disposing of his cardboard and melon in this bin...why not use his own cardboard bin? And I think there is a way you can get fined for using a public bin as a household bin.

But, the over flowing dog poo bags are on the dog owners. If they come to the bin and it's full, they need to take their poo bag either home with them or carry it to the next bin, not just try and balance it or chuck it around the bin. Selfish and disgusting.

Complain to the council for not emptying their bin frequently enough.

My council went through a phase of only allowing residents one bag of waste, and I would use public bins when we inevitably had more than that. I pay my council tax so don’t have a problem using council bins.

I'd report everything to your council with the doorbell footage. I report my horrible neigbours all the time.

It depends on the council
Some have rules preventing it but others don't
I owed be very surprised if a council had the time to look at multiple ring door bells and of course there are privacy considerations if the doorbell is explicitly being used for that purpose
