custardo's link to the Guardian article gets to the heart of it

"How did the American led interim government spend over $20bn, yet leave Iraqis with less electricity, less clean water and even worse hospitals than under Saddam?"

We are told it is because "oops" they forgot to plan for the aftermath of victory. But it looks increasingly like that was the plan.

Iraq has been set back decades and it will take years for it to catch up to where it was and its milions of people will have to wait decades to return to what they once had.

This is what one of our former head of the army and chief of defence and some of our senior military figures said

"The way Britain was led into war with Iraq 10 years ago was "wholly irresponsible" and the lack of intelligence on the country a national disgrace, senior military figures have told the Guardian.

Though they direct their fire principally at the Bush administration, they make clear the Blair government must share a lot of the blame.

"It was absolutely irresponsible to go in without thinking of the consequences", said Lord Guthrie, former chief of defence staff and head of the army.
