The Tories are saving money. Which is exactly what a responsible government should be doing. It's what Labour should have been doing throughout the boom years, instead of spending like drunken sailors. Why are so many people in this country reliant on the state if not because of Labour's largesse
First of all, they're not saving money. Thanks to the austerity measures, the recession has dragged on and our economy has shrank. Our tax receipts continue to fall in this economic climate, and therefore our deficit increases. As the Tories continue to cut more and more, we accelerate in to a downward spiral of lower tax receipts and 'negative growth'.
The strategy of cutting during the recession has historically been disastrous, and is disastrous now. So they are not saving money. They are costing this country more as the deficit, and therefore the debt increase.
It's what Labour should have been doing throughout the boom years, instead of spending like drunken sailors.

Do you see how, in the years prior to 2007, the deficit remained roughly the same or a bit less than during the Tory scum years of 1990-1996?

They aren't - at least not in the way you think. The majority of the welfare bills is taken up by pensions. Secondly, the majority of people on some sort of welfare in the UK (like housing benefit) are in jobs.
What is happening is that the state is subsidizing the wages to keep British people from starving or being without a home being wages are too low and companies don't pay people a living wage.
You want to sincerely, honestly reduce the welfare bill?

Put a cap on housing rents, so there is more affordable housing, and people don't need to take out housing benefit and other benefits to put a roof over their head

Put in place a living wage, so that the state doesn't have to subsidize the wages of the poorest paid. This will shift the cost over to corporations, and away from citizens who pay their wages through taxes.
