Are you sure the files haven’t been destroyed? I think it’s 8 years after you left that they are recommended to keep records and data protection means they should not be kept longer than necessary

So in other words ,I have no rights on knowing why I was neglected in the system .from the age of 13 months .63 times moved for no reasons? ,no family .ptsd .and no record of me 16 and under .how is that posable.

Your's would have been paper files rather than computerised files. I didn't know what the limits are for keeping paper files but i do know many files like this in LA's have been destroyed or lost. Ask again where they kept their paper files and what has happened to them.

@Tracysmith1451975

If you know you have been moved 63 times, there must be some information available to you. You may have to start from your last placement and work backwards.
Children in care files have to be retained for much longer than other types of files. If 1975 is your birth date, I do know of people older than you who have obtained their files.
If you have been moved around so much its possible that you were in more than one LA area so your files may have been moved.

I'm an adoptive mum and foster carer so I understand how important this information is to you.
I wonder if PAC-UK could help. They are mostly an adoption charity but they may be able to point you in the direction of some help, it sounds like you need some specialist support

According to info online there's been a statutory duty to keep records since 1965 so I hope you find information OP. Good luck.

Might be worth doing a chatgpt search on this. For example 'I was born in xx, was in care in the following homes and areas between x and y. I am now looking for my records. Please give a list of agencies to contact, any support organisations and their contacts, and draw me up a plan of how to start this.' Good luck
