Thoughts on others commenting on some someone elses mental health..

I have a friend who has been to the bottom of the gutter and back and is, today, doing really bloody fantastically and is in the greatest of mental health which i'm ever so pleased about because of course life's a lot easier in a good frame of mind.
I didnt say anything today because regardless of how he is, he's still my friend, but i was just wondering....
Should it be commented upon or not?
I have my own wibbles and when my mate says Oh your seeming a lot better today, being low seems like a million years ago and I feel a bit cringeworthy at the state I was in previously.
Is that just me, or ??? Ramble Ramble...

you could just say some form of "you look well today ...." covers a multitude of things and makes the person feel better without alluding too much to any past issues!

send a text that just says "it was really great to see you back on form today.. see you soon x"

I'd say if it was the kind of comment that you would make to anyone who had been a bit down lately, or off their usual form, then you shouldn't feel hesitant to use it for a friend who has been through worse. That's totally different to making specific comments about their current or previous mental health IMHO.
