Runners - what do you do with snappy dogs?

Apologies if this has been done to death..
I'm trying to get back into running after an injury; my fitness seems to have evaporated but I'm pushing through the red-faced phase by trying to run each day. My favourite route is quite hard on my ankles, so I'm using a flat route in a riverside park where there are lots of runners, walkers and dog owners.
I've never had a problem with dogs before - mostly they ignore me, and I've enjoyed the company when some have wanted to run alongside. However, today I got a snappy one who came dashing up and went straight for my ankle (of course, the injured one!). The owner stayed where she was and shouted 'come!', but the dog pretty much ignored her and continued snapping after my (doubtlessly tasty) bandaged ankle. I stopped, looked the dog in the eye and said 'No!', but each time I started running, the whole snapping thing started all over again. Eventually I stood stock still until the owner arrived, told her I was going a different route, and walked away.
I've been so lucky previously that I genuinely have no idea what you do when confronted with a snappy dog and an owner that doesn't want to put it back on the leash. Should I give up the run altogether until they're out of sight, or suggest/insist that the owner holds the dog until I'm out of reach? I'm not very fast so can't outrun a determined dog!

I stopped walking my dog along canals because she cannot control herself with runners and cyclists! Not snapping but just being really annoying - I couldn't control her off lead in those situations so had to walk somewhere else where it wouldn't be a problem.
I'd ask the owner to come over and hold the dog if it didn't respond to recall. A nuisance though if you're mid stride.
