"you have a car so you can access the community"

This is what a disabled pensioner friend of mine was told when he was visited by Adult Social Care He was asking about the possibility of storage for a mobility scooter and to have his shower turned into a walk in one. "we havent got the money" he was told
He did point out that Dunelm Tesco etc might take a dim view of him driving his car through their windows and down the aisles.
Essex County Council now run by Reform "we need to look after our own"

Well they're right. They haven't got the money.

custardbonbon · 16/08/2026 18:54

Yep. Adult social care don’t fund mobility scooters, storage or showers so good luck with that one. If they have a car they’re either driving it themselves and can access community or someone is taking them. If it’s the latter and the person taking them declines to continue then maybe there’s an eligible need there, depending why they can’t do it themselves.

JenniferBooth · 16/08/2026 19:10

can you please tell me where i said he expected funding for a mobility scooter

Wonder how well "the parents have a car so the family can access the community" would go down if told to the family with a SEN child

OP posts:

he asked his HA about a storage and charging point for a scooter instead of buying one first. Which is what i seem to remember posters on this site saying SH tenants should do before purchasing one. Obvs he wasnt going to buy one first and risk being told no. It was the HA who sent him to Adult Social Care

In threads about school transport you’ll always find a number of posters who think a mobility car means parents of children with SEN should take them to school regardless of distance of the school and other children or work.

And locally hospital transport absolutely won’t do pick ups for children if the family has access to a car (again regardless of other commitments).

which is vile but do the council say it to the parents in the same way that its said to an elderly person

Has a council ever said "the family has a car so they can access the community"

He said wanted them to pay for a hut to be built for his scooter and the installation of an external electric point?

No he wanted permission to get it installed He would be paying for it He still got told no...........by the HA as well

Why was the answer “we haven’t got the money” if he was paying for it?

Why was he refused because they ‘haven’t got the money’ if all he was asking for was permission? That makes no sense OP.

That was the shower

Am I right in thinking he lives in an HA house, wants a mobility scooter but there isn't sufficient storage for one? And that he wants a walk in shower in his home? But the HA can't move him to a property with either?
Not all HA homes can accomodate storage for a mobility scooter - presumably he lives in one that doesn't?

ground floor flat There is a grass verge outside His car is in the car park but its getting more difficult for him to get from the main door to his car He has been waiting for a knee replacement since before Covid and because its been so long the other knee is fucked as well where he has been putting more pressure on it to avoid putting pressure on the one that needs replacing Now its likely they both need replacing.

Sorry. I'm still not clear - is it that he can't move to a property with walk in shower and mobility scooter storage or does he want to stay where he is and have these adaptations made?

I'm not getting the point you are trying to make with this?

adult social care budgets are funded entirely differently to children's budgets with different thresholds. I'm missing what relevance SEN children's family transport options have to do with your friend's scooter shed?

Your disgust at Adult Social Care is misplaced however, this is between your friend and the housing association. I can't imagine a scenario where adult social care would have any role in agreeing a storage shed for a mobility scooter, the occupational therapy team would potentially have a role in assessing for a level access shower but depending on local arrangemnts it would still potentially be on the HA to do a refit of the shower.

yes it sounds like the HA was trying to pass the buck

My DH has a scooter shed which he paid/pays for and that was done by the HA

So he drives from his house to the car in his scooter and then the scooter goes into his car? Does he get any dla? Could he fund the shed with that or would he be taking over comunal space?

JenniferBooth · 16/08/2026 19:45

A refit of the shower would benefit other tenants too once he doesnt need the flat anymore There isnt exactly an abundance of accessible properties with the right amenities
When i moved on to the estate that im on back in the 90s all the ground floor flats had elderly/disabled people.

So the issue is the HA won't 'do' the scooter shed or walk in shower, but your friend will pay for it?

Ok, so the Local Authorty havd legal duty to identify those with social care needs and carry out a full care and support needs assessment. I know this because I work in adult social care for s local authority.

you go right back to ASC and you let them know that under the care act 2014 they have a legal obligation to carry out an assessment on any adult who ‘appears’ to have care and support needs. ‘Appears’ is a low bar and thus they should carry one out.
