Universal credit nightmare, please help it's urgent

UCnightmare9 · 23/11/2019 13:21

If there is anyone who is familiar with universal credit please can you help me with a situation I’ve found myself in. This is the first time I’ve ever used universal credit so I don’t know the ins and outs of it all. I was in my last job for 7 years but had to leave, I won’t go into the reason why so please don’t judge. I have a new job starting in February but for now I need help from Universal credit just to keep me afloat until after Christmas.

I submitted my claim on the 21st of October and it runs from the 21st to the 20th of November. I was paid by my previous employer on the 28th of October, this was my last wage from them. I used my wages to pay my bills and rent at the beginning of this month. I was expecting to receive money from Universal Credit on the 27th of this month which I would of then used to pay my rent and bills at the beginning of December.

I received my statement from UC today which saids I’m not entitled to anything as I had money from my previous employer on the 28th of October. As it falls after the date I submitted my claim I’m not entitled to anything. To me, it seems I’m not entitled to any financial help due to a technicality. I’m wondering, if had I submitted my claim after the 28th, would I be entitled to something?

As I said above I was paid on the 28th of October and that money was then used to pay my bills at the beginning of this month as my rent and most of my bills go out on the 1st of each month. I’m not really sure how UC can expect me to somehow stretch one months wage over two months, as I won’t be paid from them now until the 27th of December, and that’s if I’m entitled to anything anyway. (They can’t actually tell me, I have to wait until the end of each month to receive a statement).

I’m really panicking now as I have no money to pay my rent and bills at the beginning of December. Their basically expecting me to go a month without any money. I’ve tried applying for an advanced payment but this is the message I received when I tried to do it online this morning (Pic attached).

I’ve put a message in my journal for my work coach but I doubt she’ll see it until Monday. I can’t help but feel quite frustrated as I’ve been attending meetings with them once a week for the last 3 weeks. Had I known I wouldn’t be entitled to anything I probably wouldn’t have wasted money on transport as I could have put that money towards my bills. I did report I would be receiving my last wage at the end of October when I submitted my claim, and I also told my work coach. Had I been made aware that I wouldn’t receive anything I would have waited until after the 28th to submit my claim so I do feel the communication has been quite poor in this instance, although I’m not surprised as I’ve seen threads on here before about how useless they are.

The only reason I put my claim in before the 28th was because I was told I had to wait 5 weeks to receive any money, but had I known it would then mean I didn’t receive anything at all I would have just waited instead, as obviously some money is better than no none at all.

Please can someone shed some light? Is there anything I can do? I might have to email my landlord and ask if I can pay my rent in a month but I’m not sure how well that will go down so I’m really worried and scared. I have no family to help me financially either or savings as I was in hospital at the beginning of the year and had to use most of it to cover my rent/bills whilst off sick as my sick pay didn’t cover it.

Thank you

Sign into your online UC account and scroll down to advances, you can apply online for an advance payment of one month's worth of your universal credit allowance, it took mine 48 hours to go in the bank when I was in the same situation

GreenTulips · 23/11/2019 13:53

Do you have a spare room you could rent if you get no joy from them?

greyspottedgoose · 23/11/2019 13:53

Sorry, just seen it won't allow you to, a quick call Monday should sort it out

Whiskeylover45 · 23/11/2019 13:55

Universal credit is paid a month in lui. So for example the payment you receive in December would be based on your earnings for a period in november. Universal credit is used to top up your wages. If you work under 16 hours they will give you a full top up to 30 hours. So you work 14, you get those wages and the full 30 hour top up. Any hours above 16 hours per week are then deducted. So if I worked 14 hours one week in November, then 20 hours the following three weeks I would only get topped up fully for that first week, and paid for ten hours the following three. The payment I would receive in November would be based on my October earnings. The payment stated above would be received in December.

But yes UC is shit. It took us nearly a year to get our claim sorted, due to faults and mistakes made on their end, and the fact that every person we spoke to gave us a different answer to the last. However it does take 6 weeks after applying for the claim to become active, and advancements are based on your earning threshold.

In relation to your problem I would suggest ringing citizens advice and making an appointment with them. Also go into the council and see if they can issue any emergency funds to tide you over.

Unfortunatly, while I understand the logic in putting the money you used for travel towards Bills, had you had failed to attend the appointments it's likely that they would have closed your claim immediately. They are bastards like that.

Hope you get sorted soon, OP

LittleFoote · 23/11/2019 14:00

The other issue is only finding out what you are entitled to 3 or 4 days before the payment.

Leeday123 · 23/11/2019 14:14

You can apply for an advance up to one month minus 3 days after you complete your application. That would have been the 18th November. Personally I would ring the UC helpline first thing Monday at 8am. 08003285644. Ask them to consider giving you an extension so you can ask for the advance. If they refuse, ask them whether you can cancel your current claim and reapply. If you cancel your claim and start again you then might be able to get the advance that way. Of course this would start a new assessment period etc. Ask before you do this. Good luck. Lee.

AnotherEmma · 23/11/2019 14:21

"I’m wondering, if had I submitted my claim after the 28th, would I be entitled to something?"

Yes. As you were paid on 28 October, you should have claimed on 29 October, then your assessment period would have been 29 Oct - 28 Nov, and you would have got some UC on 3 December.

When was your last day at work? You could have claimed new-style JSA the following day. It's £73.10/week paid every 2 weeks. It's different from UC and you have to claim it separately. I suggest that you put in a claim TODAY and ask for it to be backdated. They won't usually backdate but it's worth asking (and explaining the circumstances) just in case they will.

www.gov.uk/jobseekers-allowance/how-to-claim

Also see if you can make a late request for an advance payment of UC.

Lastly if you visit your local citizens advice on Monday you could ask them for a food voucher (and possibly a fuel voucher too if available).

Catkin8 · 23/11/2019 14:26

It is quite straight forward. Phone on Monday and ask if your claim has been closed - if it hasn't been, close it. Then submit a reclaim and you will be able to request a new claim advance. Problem solved.

UCnightmare9 · 23/11/2019 14:31

If I reapply and start a new claim won't I have to attend the "identify yourself" meeting before I'm able to ask for an advanced payment? That's what happened last time.

When I started my claim they weren't able to fit me in for a week so even if I'm able to do that I won't get money before my rent goes out so either way I'm screwed.

I've been looking at loans but doubt I'll be able to get one and the interest rates are sky high.

Thank you for all for your advice. I will contact them on Monday and see what they say.

MrsFoxPlus4Again · 23/11/2019 14:39

Just wait till you’ve spoke to the council & universal credit on Monday before taking out loans etc. You have no money so don’t put yourself into debt when you can’t contact anyone for another 2 days.

mumofone2818 · 23/11/2019 14:42

Hi OP, when you forst set it up did you take out an advance payment??

If you are not able to make do untill your next payday they do offer you an advance payment. If you sign in online and click home then go to "Advances" it should tell you there if you are eligible and what they can offer.

What part of the country do you stay? Here is Scotland we have a welfare fund that you can apply to for a cris grant covers essentials that you will need but not sire how it applies in other parts of the country.

I am in the same situation as you this month, got my last wage plus holiday pay & UC gave me nothing! Ive applied for a crisis grant to cover food etc so may be your best bet if the advance payment from them isn't available xx

UCnightmare9 · 23/11/2019 14:42

Yes I agree @MrsFoxPlus4Again just really panicking at the moment as I'm worried they might just say it's tough when I phone on Monday.

If you close a UC claim and then reopen within 6 months the original dates will still apply. You cannot close and reopen with a view to obtaining an advance you have been excluded from. This is all in the rules and regulations for UC.
Unfortunately OP you have fallen into the same trap that others have done and this is expecting there so be some flexibility n the system. The 1 month advance is only available until the first assessment period ends. Once that is gone there is no way the case manager or anyone else can issue you with an advance. If your situation changes and you add another person or additional rent for example to your claim you may request an advance for this reason but the addition is very limited.
Your council may be able to help you with a discretionary housing payment . Their system is more flexible and if you can provide proof of your limited means they may be able to help. Otherwise it may be a case of living off your overdraught for a month Im afraid,

UCnightmare9 · 23/11/2019 14:45

Hi @mumofone2818 thank you for the reply. Unfortunately I'm not entitled to an advanced payment, I don't know why though as I was at the beginning of the month but just decided not to take it. I tried doing it this morning but when I went online this was the message I received -

If you have an advance you'll have to pay it back a bit at a time from future Universal Credit payments.
If you stop getting Universal Credit, you will have to pay your advance back another way. For example, by deductions from your wages.

ConfusedConfused it doesn't give me the option to take one.

Hiya, you haven't got any UC this month because they work in arrears. For example, any wages earned within your assessment period is knocked off your following months' UC Payment.
They don't tell you that they work within an arrears system. It can be quite frustrating when you don't know it all works. And that is my only criticism of the system.
Now that you're all up & running on UC, you can ask for an advanced payment to bridge the gap. You don't have to wait 5 weeks at all. Just ring the 0800 number to get it sorted. Or you can look on gov.uk for UC advanced payments advice & a rough idea of what you can ask for. And you can choose 6 or 12 month payment scheme too.
I've been on UC for nearly 4 years so I know how it works. Good luck

UCnightmare9 · 23/11/2019 14:57

Hi @NETSmum2019 thanks for the advice. I'm not sure if you've seen my comments above but I'm not entitled to an advance payment. I've tried to do it online but it won't let me. Thank you anyway x

No advice re benefits but just wanted to say, be open and honest with your landlord- if you have always paid on time and are a reliable tenant, hopefully they will be understanding of your situation. It's best to speak to them sooner rather than later, and explain how you are trying to sort it so you won't miss the rent payment. Good luck with UC.

MummytoCSJH · 23/11/2019 15:00

Yes I'm afraid that's right and you should have waited to claim until the 29th (not your fault of course, but had you known that wa show it works obviously you would have). It's disgusting that they aren't clear about this and leave people with no money - really there isn't much you can do now, the council help won't pay your full bills and rent so even if you get that you either have to loan money or not pay your bills basically. Universal Credit is shit. I'm sorry OP Thanks

MrsFoxPlus4Again · 23/11/2019 15:01

I hate seeing people panic about money etc, it breaks my heart! Try and relax over the weekend and call at 8am 💙

AnotherEmma · 23/11/2019 15:02

Don't just wait until Monday, apply for new-style JSA today (it's online). Then call the UC helpline on Monday.
