So the claim of apartheid within Israel for citizens is purely based on the right to return applying to Jewish people and not Arab people. But otherwise, all citizens of Israel are treated the same.

Inside the 1948 boundaries of Israel, nonJewish citizens have many of the same rights as Jewish citizens ,but not all, and they do not enjoy parity of esteem- Israel is an ethno-state based on Jewish supremacy.

Those living in East Jerusalem, the West Bank and Gaza suffer under an apartheid type regime and are highly discriminated against compared with Jewish settlers.

The Palestinians who live inside the green line that forms the 1948 boundaries of Israel are citizens and have the many of the same rights as Israeli citizens. Non Jewish Palestinians do not have the right to return to the lands taken in 1948 and this is a wider immigration issue in terms of families and spouses not being allowed reunification if they marry someone not living within the 1948 boundaries . Palestinians do not enjoy parity of esteem and this is reflected in some of the laws- the Nakba laws and the admissions committee laws which prevent Palestinians living in a neighbourhood because of “cultural incompatibility “. There is discrimination against Palestinian communities in getting planning permission - it’s almost impossible.
The biggest injustice is the Absentee property Law which allowed Israel to expropriate the lands of people expelled in 1948 without compensation . Palestinians form 17% of the population but only have access to 3% of the land.
An apartheid system is in place in East Jerusalem and the West Bank which systematically discriminates against non Jews.
Movement of people and goods in and out of Gaza is controlled by Israel - it’s effectively a prison with corrupt brutal Hamas running the prison

Saudi Arabia has a list of Human Rights violations as long as your arm and women have very few rights. Being gay is illegal and punishable by death.

So where is the outcry from students?

No, apart from accusations about Open Society (that is always used by antisemitic right wingers crying "Soros").

From the Guardian article, the evidence points clearly to the Israeli government funding groups in order spread propaganda and sow discord, at a rate that begs the question, how much should they be allowed to interfere in British politics/life without registering as foreign agents?

As you said @Finallyloggedin it's shocking and not new. The only consolation is that people are wiser to it and it's becoming less effective.
