Books for me, I've been given so many sets of hooks and cases over the years but I rarely use more than a couple of different sizes and have lots of cases. Voucher for a local yarn shop if she uses one, or Wool Warehouse.

Some hand dyed yarn that I wouldn't buy myself with a pattern and maybe the correct sized hook. Might be a stretch for someone who knows nothing about crochet though, though if they bought it from a craft shop I'm sure the staff would help.
My sister bought me some balls of yarn from Tiger a few years ago and stuck a whole load of crochet hooks in it. I thought it was fab, but I am easily pleased.

She crochets clothes - started in lockdown has made 4 pairs of trousers, a pair of shorts and various tops and dresses. The stich markers look like the perfect stocking filler

Other than that OP, it depends. What does she have? What does she like to make? I don't need hooks or stitch markers. I have hundreds. I don't want a yarn bowl. I don't want pattern books, it's easier to use patterns online that I can link to my row counter app.

I would like a WIP tool, a maykr organiser thing for the sofa, a subscription to one of the many hand dyed yarn clubs or a voucher for Wool Warehouse.

I'd avoid buying hooks as they're so reliant on personal preference. I dislike the thumb rests on the standard metal ones, for example, but also look for weight and balance.

A voucher for a local shop is a good call, as they may run workshops you could spend the voucher on, but not justify paying to attend yourself.

Do you know what they tend to crochet - clothes, blankets etc. as there may be books we can suggest.

@Sadik do you know what your DD crochets? Is she a beginner, or more proficient?

She's relatively new to crotcheting, she's made several blankets (with pretty complex looking patterns, various hats, and most recently a jumper for herself. I think she'd like the stitch markers as a stocking filler (currently uses bits of paper on wool), and had been thinking to get her some local wool.

@Sadik that sounds lovely. I can't justify buying nice yarn for me, so tend to make projects out of cheap acrylic. I happened on a ball of merino wool, 50p in a charity shop, and it was amazing to work with, so local wool would be a lovely gift. You can tell quality yarn when you use it.

@Createdjustforthis I'm very jealous! I can't imagine spending £68 on a ball of yarn, even if it is enough to make an entire shawl! I wouldn't spend that much on a shawl either. Grin
