I'm sure you know this already but just in case, dont cancel the paypal dispute until you have a refund and its closed automatically. He knows if you close of "drop" the paypal claim, the dispute cannot be re-opened and he wont have to issue a refund.

I was going to say exactly the same as HM. Don't listen to a word he's saying! It sounds like his credit rating on ebay is shot to pieces anyhow. What an utter and total wanker.
